Most properties contain defects and receiving a report loaded with significant cost items can frighten the buyer off the house when in fact the property was perfectly suited for that buyer. Other similar properties will contain similar defects.
The real cost of an item of work is determined by the tradespeople that are prepared to do the job. This can mean quotes will vary by as much as 100%-200% for small or difficult jobs.
This is why it is necessary to prepare a special purpose document when accurate or detailed costings are required for items of building work.
